A consultation at a pivotal moment

The UK government's review of the Zero Emission Vehicle (ZEV) Mandate is open for responses until 23 October 2026. The consultation concerns the operation of the Vehicle Emissions Trading Schemes (VETS) Order and is part of the government's commitment to review that framework by early 2027. It does not itself announce a new final target or settle the policy changes that may follow.

The real policy tension

Regulation can provide investment certainty for vehicle manufacturers and charging providers, but obligations must be judged alongside consumer demand, price accessibility and the conditions facing UK manufacturing. A credible review should distinguish the growth in electric registrations from the commercial challenge of sustaining that growth across different buyer groups.

What the market evidence shows

According to SMMT's final September 2026 figures, 99,201 battery electric cars were registered during the month, accounting for 28.3% of new car registrations. Across January to September, battery electric market share was approximately 26.2%. A strong September therefore does not, on its own, establish that the full-year transition is aligned with the mandate trajectory.

Questions that deserve answers

The review creates an opportunity to examine how compliance flexibility interacts with real-world EV adoption, how manufacturer incentives affect pricing, and whether infrastructure reliability and charging access are keeping pace with vehicle availability. Fleet turnover, residual values and consumer confidence also deserve scrutiny rather than assumptions.

StratumEV assessment

The strategic question is how the UK maintains a credible investment signal while widening practical access to electric mobility. We regard regulatory predictability, transparent performance evidence and workable charging economics as complementary priorities, not competing goals.
